What I'm reading: an open policy model, Xbox's adult checks, Discord in Brazil and KOSA

Few T&S things I'm reading today:

- Musubi released PolicyLM-1.7B, an open-weights moderation model that takes your written policy and returns a decision in under 50ms. We've already added it to the Policy Stress Test on T&S Workbench so you can test your own policies against it.

- Xbox is emailing longtime users saying it has marked their accounts as verified adults based on account history alone. Big age assurance move, and nobody is ever going to appeal being called an adult.

- A Brazilian judge ordered Discord to strengthen its parental controls and age verification after a teen's death. The government's ~$100M lawsuit is still pending.

- UK MP Jess Asato, who is suing xAI over Grok deepfakes, told the NYC Council it's a design flaw, not user misuse.

- KOSA is stuck again. Rand Paul blocked unanimous consent, and the House and Senate versions still have to be reconciled before Jan 3.

  1. Every public safety claim is something someone can test

State attorneys general are testing whether what platforms told parents about safety matches what happened, as in Florida's new consumer protection suit against Discord. Give one person the list of public safety claims, attach the evidence behind each, be exact about age checks, and recheck the list whenever the product changes.

  2. The era of voluntary child safety is ending

India's push for age checks, Florida's case against OpenAI, Copilot data labeling, TikTok's Alabama settlement and Meta's New Mexico verdict. The question has moved from "do you have a policy?" to "can you prove it works?"

  3. What I'm reading: Ofcom and Instagram Instants, Ofcom's data demands in court, and Roblox in Kansas

Ofcom is investigating whether Meta risk-assessed Instagram Instants before launch, and Meta, TikTok and X are challenging Ofcom's demands for moderation data in court. Kansas settled with Roblox for more than $10 million plus age checks and age-grouped chat, and OpenAI's own tests show its new EU text watermark weakens when 10% of the words are swapped.
